HB1011 Bias crimes. Defines a bias crime as an offense in which the person who committed the offense knowingly or intentionally selected the person injured or damaged or otherwise affected property because of the color, creed, disability, national origin, race, religion, or sex of the injured person or of the owner or occupant of the affected property. Requires law enforcement officers to receive training in identifying, responding to, and reporting bias crimes. Requires law enforcement agencies to collect and report information concerning bias crimes. Requires the Indiana central repository for criminal history information to submit a compiled report of this information to each law enforcement agency. Allows a person that suffers a pecuniary loss as a result of the commission of a bias crime to bring a civil action to recover actual, consequential, and incidental damages. HB1013 Cultural diversity training and corrections. Requires the law enforcement training board to implement a cultural diversity awareness course that must be required for each person accepted for training at a law enforcement training school or academy. HB1074 Confidentiality of school security plans. Provides that an executive session may be held to discuss the assessment, design, and implementation of school safety and security measures, plans, and systems. SB0035 School safety. Requires a school superintendent to immediately notify law enforcement authorities when a student brings a firearm onto school property or is in possession of a firearm on school property. Provides that the superintendent may give similar notice if a deadly weapon other than a firearm is involved. Requires a law enforcement agency that receives notice from a superintendent to investigate and take appropriate action. Removes a requirement that the superintendent notify the county prosecutor in similar situations. Requires the superintendent of a school corporation or equivalent authority of an accredited nonpublic school to notify the state superintendent of public instruction when the administrator knows that a current or former employee with a teacher's license has been convicted of an offense for which a teacher loses a license. SB0082 Hate crimes. Requires law enforcement agencies to: (1) collect information concerning crimes that are apparently directed at an individual or a group because of the individual's or group's race, color, religion, sexual orientation, or national origin; and (2) submit the information to the Indiana central repository for criminal history information. Requires the Indiana central repository for criminal history information to submit a compiled report of this information to each law enforcement agency. Allows an individual who suffers a pecuniary loss as a result of: (1) being injured; or (2) having property damaged or destroyed by another individual; because of the individual's race, color, religion, sexual orientation, or national origin to bring a civil action against the individual who caused the loss. Defines bias crime offender. Requires a court, when sentencing an individual who has committed a crime motivated by a bias against another individual's race, color, religion, sexual orientation, or national origin, to impose an additional fixed term of imprisonment not to exceed five years. SB0123 Students with weapons on school property. Requires a child who is taken into custody for possession of a firearm on school property or a school bus to be held in detention until a detention hearing. Requires a school administrator or other school employee who reasonably believes that a student possesses a firearm on school property or a school bus to notify law enforcement. Applies to both public and nonpublic schools. Requires a court to order a psychological evaluation of the child by a licensed physician or clinical psychologist to determine if the child is a danger to the child or others. Requires the person conducting the evaluation to provide a report to the court before the detention hearing. Requires an additional evaluation of the child to be conducted by a multidisciplinary team appointed by the child's school principal. Provides that the team must include the following members: (1) A representative from the child's school. (2) A representative from a local social services agency. (3) A probation officer. Requires each school to do the following: (1) Implement a plan to encourage students to report to a school administrator or teacher if a student reasonably believes that a person is in possession of a firearm or other weapon on school property. (2) Make drop boxes available within a school for a student to anonymously place written information about a person who brings a firearm or other weapon onto school property. (3) Establish an anonymous hotline, or designate an existing phone line to be used as an anonymous hotline, for students to report conduct involving firearms or weapons on school property. SB0136 Headlight use when raining or snowing. Requires the driver of a motor vehicle with a windshield to display lighted head lamps during weather conditions that require the continuous operation of windshield wipers. SB0250 Full day kindergarten and school readiness. Establishes a grant program for full day kindergarten and school readiness programs beginning in the 2001-2002 school year. Requires school corporations to develop a plan and submit it to the department of education and Indiana state board of education for approval before receiving a grant. Provides a $1,500 grant per full day kindergarten pupil. Provides a school readiness program grant of $1,200 per program enrollee. SB0259 Selective service registration. Provides that an individual who is required by federal law to register with the Selective Service System but who fails to do so: (1) may not be employed by a state agency or an agency of a political subdivision or, if already employed by the state or a political subdivision, may not be given increased compensation or a promotion; (2) may not be issued a driving permit or a driver's license; and (3) may not be admitted to a state university and may not be awarded financial aid derived from appropriations made by the general assembly. Requires state and local governments to determine whether an employee or an applicant for employment has satisfied the registration requirement. Requires the bureau of motor vehicles to determine whether an applicant for a license or a permit has satisfied the registration requirement.
